Required Documents

Transfer of Residence (ToR) Relief

Ireland offers Transfer of Residence relief under EU Regulation 1186/2009. This allows people relocating their normal home to Ireland from outside the European Union to import their personal belongings free of customs duty and VAT. This is one of the most valuable exemptions available, and it can save you thousands of euros.

Eligibility Requirements

  • You must have lived outside the EU for at least 12 consecutive months before your move
  • You must be genuinely transferring your normal place of residence to Ireland
  • The items being imported must have been owned and used by you for at least 6 months
  • The items must be for your personal use and not for commercial purposes
  • You must apply for ToR relief within 12 months of establishing residency in Ireland
  • Items admitted under ToR cannot be sold, lent, or disposed of for 12 months after import without paying duty

What Triggers Duties?

If you do not qualify for ToR relief, or if specific items in your shipment are not eligible (for example, brand-new items still in packaging, commercial goods, or items acquired less than 6 months before the move), those items may be subject to import duty and VAT at the standard Irish rate (currently 23% VAT plus applicable customs duty).

Customs: United Kingdom

Transfer of Residence (ToR1) Relief

The United Kingdom offers Transfer of Residence relief (applied for using form ToR1) that allows individuals moving to the UK to import their personal belongings free of customs duty and import VAT. Since Brexit, the UK operates its own customs regime independent of the EU, but the ToR1 relief remains available.

Eligibility Requirements

  • You must have lived outside the UK for at least 12 consecutive months
  • You must be genuinely transferring your normal home to the UK
  • Personal effects must have been owned and used by you for at least 6 months
  • Items must be for personal use only โ€” not for commercial purposes or resale
  • You must apply within 12 months of your arrival in the UK
  • Goods must not be sold, lent, hired out, or otherwise disposed of within 12 months of importation without paying duty

Customs: European Union

EU Regulation 1186/2009

All EU member states are governed by Council Regulation (EC) No 1186/2009, which establishes a Community system of reliefs from customs duty. Articles 3 to 11 of this regulation cover the relief available for personal property imported when transferring your normal place of residence from a non-EU country to an EU member state.

While the underlying regulation is the same across the EU, each member state may have slightly different procedures, forms, and processing times.
