Customs is processed through the Agenzia delle Dogane e dei Monopoli using the trasloco procedure, which allows duty and VAT relief on personal effects for consignees transferring residence from outside the EU. ZTL restrictions in historic centres, switchback roads into hilltop borgos, a truck size limit in half the villages of Tuscany, ferries to Sicily and Sardinia. Italy follows EU customs regulations for importing personal effects under the trasloco (relocation) relief — the Italian implementation of EU Regulation 1186/2009. The Agenzia delle Dogane e dei Monopoli handles all import declarations.

This exempts your personal effects and household goods from customs duties and VAT when transferring your permanent residence to Italy from outside the EU.

Apply at the local Agenzia delle Entrate office as soon as you arrive. This tax code is needed for customs clearance, opening a bank account, and virtually all official processes.

Italian city centres, especially in Rome, Florence, and Naples, have narrow streets, ZTL zones (restricted traffic areas), and buildings with no elevators. Assess access before shipping large furniture.
