Moving to France from the USA? French consignees fall into a few groups: Americans buying a second home in Provence or the Dordogne, French returnees coming back after long stints in the States, dual-national families heading to Paris, and retirees fitting out a new mas or village house. Shipments clear through the Douanes on the franchise douanière de déménagement (change-of-residence relief). French bureaucracy has a reputation, but handled in order with the right forms it runs smoothly.

Shipments typically sail to Le Havre for destinations in the north and west, or to Marseille-Fos for the south. Clearance is processed through Douanes, with the déménagement (change of residence) procedure applied where the consignee qualifies — 12 months' prior residence outside the EU, intent to settle in France, and an inventory (liste de colisage) in French with estimated values. Our French broker files the DAU and handles any demandes de renseignements before the container is released.

On the door-to-door side, we've delivered to Haussmann apartments in the 7th with timed lift access, to restored longères in Normandy down a kilometre of farm track, and to a dozen addresses in between. Customs Clearance for France

France follows EU customs regulations for importing personal effects under the déménagement (relocation) relief — the French implementation of EU Transfer of Residence relief under Regulation 1186/2009.

Déménagement (Relocation) Relief

This exempts your personal effects and household goods from customs duties and VAT when transferring your permanent residence to France from outside the EU.

Requirements

  • You must have lived outside the EU for at least 12 consecutive months
  • Items must have been owned and used for at least 6 months
  • You must be relocating your normal residence to France
  • Goods must be for personal use only
