How We Ship to Portugal

City Post Express runs consolidated shipments to Portugal every week. We clear most ocean freight through Leixões (Porto) and Lisboa, with onward delivery to every district — Braga, Coimbra, Aveiro, Faro, Setúbal, Évora — and onward ferry-linked delivery to Madeira and the Azores. Our team is fluent in the Portuguese customs process, including the Certificado de Bagagem issued by the Portuguese Consulate and the Transferência de Residência relief administered by the Autoridade Tributária e Aduaneira (AT).

We offer both air freight and ocean freight, with shared container (LCL) and full container (FCL) options by sea. Most clients moving to Portugal combine the two — a small air shipment with essentials timed to land with them, and a larger ocean shipment that follows with the bulk of the household. We recommend beginning the shipping process 5–7 weeks before your arrival in Portugal, which leaves time for your Certificado de Bagagem appointment at the Portuguese Consulate and a realistic customs window on arrival.

Portugal is compact but varied, and rural delivery is where generic parcel carriers fall over. Our local partners know the narrow streets of the Alfama, the hillside villages of the Serra da Estrela, and the coastal roads of the Algarve equally well. If your new address is on a cobblestoned lane a truck cannot reach, we organise a smaller vehicle — we do not charge extra for addresses that ought to be deliverable.

Customs Clearance for Portugal

Portugal, as an EU member state, follows EU customs regulations for imports from non-EU countries. The relief available to people relocating from the US to Portugal is the Transferência de Residência (Transfer of Residence), administered by the Autoridade Tributária e Aduaneira (AT) under EU Council Regulation 1186/2009. Claimed properly, it exempts your used personal effects and household goods from both customs duty and VAT (IVA). The claim is anchored by a Certificado de Bagagem issued by the Portuguese Consulate with jurisdiction over your US residence.

Transferência de Residência (Transfer of Residence) + Certificado de Bagagem

Transferência de Residência relief exempts your personal effects and household goods from customs duties and IVA (VAT) when you transfer your normal residence to Portugal from outside the EU. The claim is supported by a Certificado de Bagagem (baggage certificate) issued by the Portuguese Consulate covering your US residence. Requirements

  • You must have lived outside the EU for at least 12 consecutive months before the move
  • The items must have been in your possession and used at your previous residence for at least 6 months
  • You must be establishing your normal (primary) residence in Portugal
  • Goods must be for personal use only — they cannot be sold, lent or transferred for 12 months after import
  • You must hold a Portuguese NIF (Número de Identificação Fiscal) linked to a Portuguese address

Shipping tips for Portugal

Book your Certificado de Bagagem appointment early

Portuguese consular appointments in the US (Newark, Boston, San Francisco, Washington DC) can book out weeks ahead. Apply as soon as your US departure date is firm — the certificate is the backbone of your duty-free clearance.

Get your NIF before the shipment lands

A Portuguese NIF linked to a Portuguese address is required for customs clearance. If you are not yet in Portugal, a fiscal representative or lawyer can arrange it remotely in a couple of weeks. Do this before you ship.

Portuguese homes are smaller than American ones

Apartments in Lisbon and Porto often have tight stairwells and small lifts. Oversized US furniture — king beds, wide sectional sofas, American-sized refrigerators — often cannot be carried in. Measure both the room and the access route before you ship.

Check your electronics are dual-voltage

Portugal uses 230V with Type F (Schuko) plugs. Most modern laptops, phone chargers and cameras are 110–240V and just need a plug adapter. Anything designed for 110V only — older appliances, some kitchen gadgets — will need a step-down transformer or is not worth bringing.

Ship ocean freight 5–7 weeks before arrival

Send your ocean shipment well before your flight so your belongings arrive shortly after you do. Use a small air freight shipment for essentials to bridge the gap.

Label your inventory in Portuguese

The AT and the consulate want a clear, valued inventory of everything in the shipment. We prepare this in Portuguese for you — but it helps if you can share a simple list (item, quantity, approximate used value) as early in the process as possible.
